Paul Mitchell is a veteran business development executive with a 20-year track record of driving economic growth across Florida through innovation and collaboration. At the Greater Orlando Aviation Authority, he helps lead strategy to maximize real estate utilization at Orlando International and Orlando Executive Airports, attract aviation-aligned relocation and expansion projects, and promote its FTZ #42.

Previously, Paul served as Vice President of Economic Development at JEA, where he built the division from the ground up and led the transformation of a 1,300-acre decommissioned power plant into an industrial mega site. At Enterprise Florida, he managed the State’s business recruitment team, securing over 32,000 high-wage jobs and $6.8B in capital investment through major relocations and expansions with companies like Dun & Bradstreet, Boeing, and Chewy,com. In his earlier days at EFI, as Director of International Trade Development he assisted hundreds of Florida high-tech and aerospace companies generate over $1billion in documented export sales.

Paul earned a degree in Business Administration from Rider University and has served on several advisory boards, including the President’s Export Initiative Roundtable, GrowFL, and the UCF Business Incubator. He lives in Port Orange, Florida with his wife Frances and has two “grown” children, Austin and Gabriel.
